Whooshing sound

What's the deal with the whooshing sound when I try to boot up my MacBook Pro? I'm trying to install a new mac OS but I can't because I either get the message, "An internet connection is required to install mc OS" and if I try to boot up my laptop I just get a whooshing sound and it keeps cycling back to start up. Can't go any farther in the process. Stuck.

Welcome to Apple Support Communities. Try booting the computer in safe mode, and then attempt the macOS install. This will help with isolating any possible startup issues you may be having. Follow the steps provided in the Apple Support article: How to use safe mode on your Mac


Intel processor
1.Turn on or restart your Mac, then immediately press and hold the Shift key as your Mac starts up.
2.Release the key when you see the login window, then log in to your Mac. 
3.You might be asked to log in again. On either the first or second login window, you should see ”Safe Boot” in the upper-right corner of the window.


The article also provided guidance based on whether or not the issue replicates in safe mode.
