Same issue here. The support document for Advanced Data Protection just indicates you need the "latest version of iCloud for Windows", whatever version that is (thanks Apple for being so clear...).
I have iCloud 13.4 on my Windows 10 machine, the Microsoft Store does not offer me any updates. And when I try to turn on Advanced Data Protection, it tells me that I need to "Update to the latest version of iCloud for Windows"

Why doesn't Apple Support update their records to indicate that if you are using iCloud on a Windows 10 PC that you need to uninstall it and then reinstall it in order to turn ADP on using your iPhone? Hello Apple, are you listening?
Thank you….the Store didn’t indicate that a new version was available, or show the version clearly, if at all…uninstall and reinstall did in fact resolve the issue…
After reinstalling, does it work for you? I haven't been able to get iCloud for Windows to sync any iCloud data since I turned on ADP.
It appears to be working on both my Windows 10 Desktop PC and my Windows 10 laptop. I hope this helps.
