Where's the app library in ios 16?

I can't find the "app library" on ios 16. It was there in 14 and 15, I think.

I'm trying to completely remove an app, but all it let me do is remove from home screen.

Two unrelated issues. The App Library is where it always was, the last page of the Home screen. But if you can’t delete an app that has nothing to do with the App Library. If you have Screen Time enabled, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases and change Deleting Apps to Allow.

Then try deleting the app again.
