Family Sharing but no one is using icloud

I've noticed that Family Sharing is enabled, but no members of my family seem to have access to Icloud sharing. Should they be using it?

iCloud storage is not automatically shared with family sharing. To share it, see: Share iCloud+ with your family - Apple Support
