What might “normal data” mean exactly?
I will guess it means “cellular data”. If so, you cannot use it because that’s Apple’s policy. Typically a backup uses a huge amount of data.
If and when you get a 5G iPhone with a 5G plan, you may then use cellular data for your backup.
