Problem transferring phone number with esim

My new iPhone keeps asking OTHER people with iPhones if they want to transfer their phone number to my phone. How do I stop this?

iPhone keeps prompting transfer number so whenever my new iPhone comes close to any iPhone, the other iPhone keeps prompting transfer number. Not just my old phone, anyone's iPhone running iOS 16 is affected. I already transferred my number from my old phone to my new phone. But this is still popping up. This is probably annoying a lot of people around me. What is causing this?
