Not sure what you are asking here exactly. It sounds like you are trying to get into a phone that you didn't originally have access to. If this is the case, you are going to have to get in touch with the original owner and have them remove it from their Apple ID so that you can get the phone reset and insert your information. If you bought the phone used, then this is what they should do so that you can use it. If it is a lost or stolen phone, then there is nothing that you are going to be able to do. This feature is doing exactly what it is supposed to do and being able to get past it would make it pointless.

If you see an Activation Lock on the screen of the phone, you need to have the original owner......the person who set up the iPhone originally.....to log onto iCloud using his/her Apple ID and Password to remove the lock on the phone.
Activation Lock will remain in effect until this occurs.
