How can I share iCloud storage so that a family members telephone can take a back up onto that storage

iCloud Storage can be shared amongst family members in an iCloud Family Sharing account.

As the family administrator, you add family members to the account, then you (or they) can control what iCloud data is shared amongst the family - e.g. storage, photos, music, etc.
