Sync iPhone Photos to iCloud

I've found plenty of articles of syncing iPhone photos to iCloud, but what I'm trying to do is the opposite. I've downloaded and deleted thousands of photos from iCloud to completely free it up, but all those photos are still in my iPhone. How do I get my iphone photo collection to mirror that of iCloud, meaning, what photos I removed from iCloud should also be removed from my phone.

If you have been syncing to iCloud, any changes you make at iCloud.com or on any connected device will be reflected everywhere. Enable iCloud sync at settings > photos. If you had turned off syncing on your phone, everything will sync again; items on your phone will be uploaded to the cloud.
