If your new SIM card is active, then you can try restarting the iMessages and FaceTime registration.

First, make sure you are connected to Wi-Fi

Go to: Settings Messages → disable iMessages, then go to:

Settings FaceTime → disable FaceTime.

Now you turn off your iPhone, wait a bit and turn it on again. When your iPhone turns on, you may be asked for the PIN code for your SIM card. Enter it, as well as the Passcode for your iPhone.

Go back and enable iMessages and FaceTime (you still need to be connected to Wi-Fi) and wait. It can easily take some time before the two services activate.

This only works if your SIM card is active. If your SIM card is not active, iMessages and FaceTime cannot register your number. Then follow elcpu's advice and contact your carrier to activate your SIM card.
