my father passed away and I downloaded his information to iCloud -- I would like to review it for some of his photos and some of his contact numbers. How do I do that from my phone or MacBoo Air? (The devise he has set up cannot be found for two step authentication )
This is probably a long shot but he would have had to set up at least one trusted phone number. To get a code sent to a phone number rather than his iPad, see the "Get a text or phone call" section of Get a verification code and sign in with two-factor authentication - Apple Support

Apple will unlock Apple ID access with the following procedure:

This means you won't need to try to bypass two-factor authentication.
Hello - Yes I tried that, however, there is a two step authentication process. The code they are sending back is going to his iPad (which cannot be found). So I can't figure out how to do this. (Thank you for your help!)
If his contacts were synced with iCloud and you know his Apple ID and password, use an internet browser and log into www.icloud.com and go to the Contacts app there.
