If the phone is locked to the SIM card, Apple cannot remove the lock.

Only the carrier can remove the lock to the SIM card. Get in touch with the carrier to which the phone is now locked and ask them to remove the lock.

Depending on the original agreement with the phone, the carrier may be under no obligation to unlock the phone.
