So, as I select and listen to a piece of classical music on my PC i-tunes, it is from the old, former catalogue that Apple had before the new app was released. Right? It is expected to be available one day on i-tunes for PC?

If you have a subscription, you can still listen to anything in the catalog. The capabilities of the new app are the classical-specific search, curated playlists, etc.
So far, the new classical capabilities are only available for iPhone. The stated plan is to add Android soon. There is no announced plan to make it available for Mac or Windows, but time will tell.
