Payment & Shipping - update

Hi! I am unable to update my payment information on my iPhone and iPad. I’ve turned off the both, restarted. When I get to the payment screen, the screen will not allow me to add a payment method or let me update my current credit card. Does anyone know how to work around this? Thank you!
