One can go to Settings > Users and Accounts > [signed out user] > Update Apple ID Settings and then one is presented with an option to "Update your Apple ID" with one of your devices. In my case I see an "Update with iPhone" button. The sign in page should take you here after the error above but instead it leaves you totally stranded without even a suggestion of what to do.

Security keys aren't supported on Apple TV. You can sign in with your iOS device, or sign in with a different Apple ID that doesn't use security keys.
How does one "sign in with [one's] iOS device?"
When you "Update" with an iOS device it is similar to the bluetooth + wifi initial setup of an Apple TV where one brings one's device close and then chooses Connect. I had to lock my iPhone to see the option, as the instructions warn one might have to do. Once you authenticate on the iOS device the Apple TV signs in.
