Do I have to use a MacBook to get my phone back on after the screen tells me to plug it into a computer

No. You can use a Mac or a PC. If you read the information in the related article above, it mentions using a PC and to make sure it has the latest version of iTunes installed.

Try following the instructions in this Apple Support document to find out if you can restore the phone without using a computer:


How to reset your iPhone, iPad, or iPod touch when you forgot your passcode - Apple Support


If no luck, you will need to use any Mac or a PC to restore the phone.


If the Restore screen appears on your iPhone, iPad, or iPod touch - Apple Support


If you don't have a computer, maybe you could borrow one from a friend for 30 minutes over coffee.
