Try the following:
This should include any date/time metadata, location metadata, and notes/captions you added to the photos in Google, but it's good to spot check and make sure all the data is carried over to the iPhone. It will not automatically tag the people in your photos; you will need to do that yourself on your iPhone.
Once you've copied all your photos from Google to your iPhone and you synced your photos to iCloud, it should be safe to delete them from Google.

If the Photos where stored directly on the Samsung phone, then you can use the Move to iOS app to transfer your content to your iPhone.

If you were using Google Photos on your Samsung, then download the Google Photos app onto your new iPhone as mentioned in my previous reply.

It should not affect it in any way.
They are separate services. Removing the App from your device should be irrelevant to iCloud.
