iPhone 7 is incapable of being updated to iOS 17 at all. It doesn't have the hardware required. If you need iOS 17 for apps, which require iOS 17, then you'll have to retire you out of date iPhone and buy one which is newer and capable of running iOS 17. That means at a minimum iPhone SE 2, iPhone XS or newer.

The lists seem to be the same except that the first list does not include the iPhone-16-family phones. (Those phones originally shipped with iOS 18.)

The iPhone 7 Plus, a phone that originally ran iOS 10, cannot update to iOS 16, 17, or 18. Begging will not change this answer.
