itunes downloads won't show on iphone

If your music has been imported into iTunes, then you should be able sync it to your iPhone:

Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB

Same problem here. Suggested workaround until it‘s gonna be solved/corrected by Apple:

After each download session just add any existing song from your music library to an other existing playlist. This will activate the download process and all your purchased songs will immediatly also be loaded onto your IPhone. Nice? No, but at least it works until Apple will correct this unpleasant bug/problem.
