Is it possible to contact with the previous owner of an iphone
I bought a used iphone 11 it is from UK but it's locked to owener is it possible for me to contact the previous owner so as he or she can unlock it for me. I'm in Tanzania

If you see an "iPhone Locked To Owner" message:
Take it back to the person from whom you received it. Get them to do the things in this support article or ask for a refund --> What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
Unless you have the account information that set the lock, or the original receipt from Apple, you cannot remove the lock; recycle the device. Read this article about how to remove Activation Lock --> How to remove Activation Lock - Apple Support

No that is not possible if you don't know the old owner. If you bought an activation locked iPhone, you bought an iPhone that you cannot use I am afraid
