My daugter is part of my family sharing. She tried to log in to her Apple TV account with her apple id and it still tells her she needs to sign up for a trial subscription. I checked my family sharing, it's her correct contact, phone & apple id but she can't get into the shared family account.
One of the group members must be a subscriber to Apple TV+, for it to be shareable in a Family Sharing group. Apple TV+ isn’t included in Family Sharing without subscriber. Each of the group members signs in with their own Apple ID account on their own devices, that will enable any shared services.
She can sign in on any of her Apple devices, or third party devices with the Apple TV app, or on the web.

I am a subscriber and she is part of my family plan for Apple One which includes Apple TV. She tried to login to Apple TV on her phone with her Apple ID . She was able to login but it doesn’t recognize her/our family as a subscriber. I can watch it with my Apple ID on phone, Roku, iPad etc
