When I downloaded these apps and installed them last night, Apple TV did not appear to support home sharing. (Not sure about Apple Music now since I uninstalled all of them and got iTunes and Home Sharing with my Mac Mini media server back).
Yes, sorry. There is no such setting for the Apple TV app on Windows.
You can neither access shared libraries nor share libraries from the Apple TV app on Windows currently.
Also, yes, when installing Apple TV, Apple Music or the Devices App, it disables the iTunes Application as these apps are meant to replace it.
You can offer Apple Feedback about it, and if enough people do, they may choose to add the feature to the App.

Currently, if you need to access Home Sharing, stay with the iTunes Application.
I did state that I was using it from a Mac Mini media library. That IS my iTunes library. The media server did not pop up under Library as it does in iTunes and I couldn’t find any settings for Home Sharing in the (Windows) Apple TV app.
Home Sharing only shares your iTunes Library. It does not share apps or subscriptions in any way shape or form.

Do you perhaps mean Family Sharing? Family Sharing and Home Sharing are 2 very different things.
Purchased apps can be shared over Family Sharing. Subscriptions for 3rd party apps that are free to download are in most cases not shareable over Family Sharing.
