"error 0x8007017B" when trying to delete files from iCloud on PC
I do not want to move my iCloud files elsewhere, I simply want to delete them using my Windows p.c. How do I achieve this?

This problem has been reported for years with no real solutions. Frustrated users have resorted to elaborate and impracticable workarounds. No comment from Apple as usual.
I've had the same problem a year or two back. I can't move files to another folder and can't delete synced photos in windows. I've edited a photo, but the edits don't show up in the cloud.
I've tried it again recently with the hope that the redesigned App had improved the situation and would allow two way sync to icloud, but no.
Apple doesn't make any claims in this regard. This is what the description in the MS store says:
iCloud Photos
• Access and view your iCloud photos directly in the Microsoft Photos app in Windows 11.
• Keep your photos up to date across all your devices and your PC.
• Create Shared Albums and invite others to add photos, videos and comments.
"Access and view" is all that is promised and that's all you get.
Apple are not short of resources to improve this, but as the complaints have been around for years I think one has to assume they aren't really interested in supporting users who want to edit photos on Windows PCs.
A single folder with 10000+ photos is unworkable and not even being able to delete on the PC is a big fail.
Unfortunately the only way I have to delete photos in icloud photos on my PC is to uninstall icloud photos and look for another way to sync photos to my PC.
