Is it possible to transfer a debit card to another iPhone?

Whoever returns the item, does not need your phone or actual card in any way.

All you need to do is give them the last 4 digits of the Apple Pay card number for the card that was used to make the purchase.

You cannot transfer the card to someone else, and no the virtual card number will not match if they add the card to their device.

Yes. If they need to see the actual card, then the iPhone will be required. Though its really strange they'd want that, since they would have nothing to compare it to.

All stores get is the last 4 digits of the virtual account number. Not the full number for the actual card.

Correct, only the phone that was used for the original transaction will display the correct last for digits of the Apple Pay card used. The last 4 digits on the physical card are different and if the card was added to another device, the last 4 digits would be different.

Correct. So they should not require the actual card or even the iPhone for anything.
