icloud backup question

I rebooted from a hard drive backup from March 2023

My plan was to start there and then update everything via time machine to just before I drowned the machine.

Time machine only recognises from yesterday when installed. Are the copies of those time machine backups in the cloud?

Are there other cloud resources that I can use to update settings and preferences, maybe software, to a more recent date?

Thanks

You may have more than one Time Machine file. When I bought a new machine, TM started a new file, but the old one is still there.

Time Machine doesn't use iCloud-- in fact, it has to be on a drive volume by itself. You would have to have very intentionally transferred your TM files to a Cloud service and crossed your fingers that it didn't get messed up in the process.

Are you sure that the drowned commuter's hard drive doesn't work?
