Don't send Apple Cash to people you do not know. That is a private transaction between 2 people and is just like giving someone $20 on the street. Your only recourse is to ask them for your money back.
How did you pay this person? Using Apple Cash? That's simply cash. You cannot get it back.
If you made the payments in Apple Cash, you cannot request a refund. If you paid through a payment processor online, you could attempt to contact them and report the scam.
