I want to add my state id in Wallet. Go to Settings, Wallet & Apple Pay, and there is no plus sign. Region is United States, current location and shipping address is in the state of Maryland.

The plus sign, is found in the actual Wallet App, not the Wallet & Apple Pay settings. In Settings, there normally is just a small "Add Card" label under the existing cards.
Tap that, and then on "Driver's License or state ID".

I appreciate being pointed where to access the plus sign. I have Face Id turned on for Wallet. Nonetheless, the Wallet app still requires me to go to settings and Turn On Face Id for Wallet and Apple Pay. There is no setting for Wallet and Apple Pay. I have restarted my iPhone. I have reset my face id. My Face Id unlocks my iPhone, and lets me access 16 other apps. Now that I've turned Contactless & Payments, Wallet lets me setup my Maryland State Id.
Note, I don't have use for Apple pay or credit cards through Wallet and Apple does not have my passcodes, so I was reluctant to turn on Contactless & Payments to store my State Id.

Double clicking the side button activates Apple Pay, that’s not Wallet app. Please tap the app that looks like this,
