This seems to be a well known issue. A pkpass received via email can't be added to the wallet. And as I understand the issuer of the pkpass file is to blame. Honestly. I can't believe that. Even pkpass send by air carriers don't work.
Was working when I airdropped the file from some other device with same Apple ID.
But is there a workaround when I don't have my other device available?

Opening the file damages it. When you click on the link, the pass is added to Apple Wallet. You should never see a screenshot like you posted. The app that produced that didn’t know how to handle the file.
Apple Mail App has worked flawlessly for me to install passes, tickets, loyalty cards etc. Have you talked to Apple support yet? Eventually it’ll lead to backing up your device and restoring it and reloading everything. Just not sure how far you want to go with troubleshooting the issue?
There is no error. Simply no button to add to wallet. Happens in Germany, Greece, Sweden
What email app are you using?
I tried different ones. GMX app. T- online app. Mail app from iOS.
Do you use a VPN or ever had VPN software on your iPhone? What model iPhone are you using and what version iOS?

Please try updating to latest iOS, 17.7 You do not need to update to iOS 18 unless you want to.

What is the exact error message you receive when trying to add a card? What country are you in?

this is shown when I click on the file in the email. Or when downloaded: When I trie to open the file.
That email app doesn’t know how to handle the ticket. I’d try sending the tickets again to Apple Mail app on your iPhone and clicking the link.
