I need Apple Pay online to pay
I am just wondering if I want to pay via Apple Pay does that require internet and is there a commission when paying or a tax or something like that and how to activate it

Depends on where you are using it.
Paying in physical stores does not require internet access. It used NFC to connect to the terminal in the store and process the payment.
Paying on Websites or in Apps, will require an internet connection, Wi-Fi or cellular, but you should already have one since you've accessed the website or app first.

No. There is no commission, fee or tax for users of Apple Pay at all.
