Apple Pay services are currently unavailable on iPad Gen6

I could NOT get the Apple Cash setup to work no matter what I tried. Found an iOS update, rebooted; same error. Disabled Apple Cash slider; re-enabled (requires a new AppleID authentication) same error. Logged out of iCloud, rebooted then logged back in to iCloud and it STILL didn't work.

I finally logged into www.appleid.com on my Macbook and it asked for my birthday. I entered the date and suddenly Apple Cash setup completed on the iPad! <sigh>
