how do i use apple pay again?

Hi ive been using apple pay for the past year with no problems until it told me i had to verify my identity to keep using it. however when i put in all the details it asked it went back to the beginning and kept going in loops without actually verifying or doing anything. Im not sure if my account is restricted or something but it wouldnt let me transfer my money, spend it or do anything. Im also a minor so i thought it was just not verifying because of my age so i asked my mom to set up apple pay for me but it still doesnt work. im 110% sure i followed all the instructions and everything yet it still tells me i dont meet the age requirements.
