Bought a product from a company called hartwell and haven’t received the item tried emailing them but had no reply to 2 emails can I open a dispute with Apple Pay as that’s how I paid

No, Apple is not your bank or card issuer. The issuer approved the transaction and the dispute needs to be filed with them. Please call the bank that issued the card and file your dispute with their customer support team. The number to call is usually printed on the back of the card.
