Updated to iOS 18.1 and Siri will not speak whether no matter what I do in settings or restart.
Have tried location settings, and Weather Siri always speak on etc

Go to the Siri settings > Siri Responses and toggle on prefer spoken responses. Fixed it for me. Automatic doesn’t work.

I believe it depends on your make and model of your iPhone because I have a iPhone 11 and I can use automatic response as well as have a full-blown conversation with Siri maybe you should just reset start over and see if that doesn’t work

I have updated to iOS 18.1 on my 16 Pro Max and Siri is operating as expected on my phone.
Tried all the things you all mentioned below :-) still Siri was acting up ! Even though Siri started talking again… things like weather and flash light were weird … called apple support… changed Siri language from English US to English UK back to English US and now all is good again …
Go to privacy setting then Siri then location turn on always or while using app. Should be that our when you ask Siri what the weather is and gives a weird response like location, respond to that by saying turn on location and it should take you there just find Siri and again, location and then turn on always or while using it depends on some phones. Hope that does it
Plus if you train your Siri in the different languages and make her advance then you shouldn’t have any issues
