AirPods Pro: Can't start hearing test "Place AirPods Pro in Case" popup

AirPods Pro gen 2 (lightning) Firmware 7B19

AirPods in ears
Settings -> AirPods Pro->Take A Hearing Test
Popup appears saying "Place AirPods Pro in Case" (See screenshot for full wording)
Putting them back in case for a prolonged period, including both phone and case on charger, does not allow the Hearing Test to proceed.
I can use the Hearing Aid mode by loading an older manually entered Audiogram. But I wanted to try the hearing test to see if it has changed since the audiogram is 3 years old.

There is no mention anywhere online about this. The phone has been restarted multiple times.

What gives?

Had all the same problems mentioned. The fix was NOT taking the pods out of the case. Open the case (leave pods in case), wait for phone to connect, open the AirPod section in Settings and press the Hearing Test tab. Should bring up the questionnaire. After that it will prompt you to take out the pods and place them in ears to start the test process.
