I'm guessing from your words and screen-shot that your wi-fi is working ok Else: check you have a wi-fi internet connection by opening Safari or another browser, to ensure the download can take place.

(Note: It is always wise to back up your iPhone data before updating)
ie: About iOS 18 Updates - Apple Support says iOS 18.1 is the latest version
Eg: says:
"This update introduces the first set of features powered by Apple Intelligence ..."
