Apple watch health and fitness data not syncing with iphone apps

I got the phone on Oct 22nd, factory reset my apple watch (it was paired to an old phone that got stolen), and paired it with my new phone.
Fitness and Health data show on my iPhone for Oct22nd and Oct23rd but after that no more data from the watch synced to my phone. On the phone the fitness app shows 0 activity and the Health app shows no updates since Oct 23rd. It looks like the data was syncing for the first 2 days I had the new phone and then it stopped.
It looks like the watch is connected with the phone using bluetooth. I see it as connected in the device list. I can change watch faces using my phone.
I've tried:
- Turning bluetooth off in settings on the phone and back on again.
- Turning on airplane mode on the watch and turning it off again.
- Restarting the watch and the phone.
- Made sure watch and phone software are the latest.
- Open the Settings app on iPhone > Privacy > Motion & Fitness > Turn on Fitness Tracking and Health.
- (Now on your watch) Settings > Privacy > Motion & Fitness > Turn on Fitness Tracking and Health. (It is toggled on but grayed out like the option to turn it off is disabled).
- Now on the Watch go back to the Settings > Privacy > Location Services > System Services > enable Motion Calibration & Distance. (It is toggled on but grayed out like the option to turn it off is disabled).
- In the health app on my phone the watch is listed as a data source but no new data has been received since Oct 23rd.
- All the items in the privacy settings Settings>Apps>Health>Data Access & Devices>My Apple Watch are all toggled on.
- Settings>Privacy & Security>Motion & Fitness: Fitness Tracking and Health app toggled On.
- iCloud health is set to sync to this iPhone.
