New iCloud Terms and Conditions pop-up

I just received a notification that reads: “New iCloud Terms and Conditions. To use iCloud on this iPad you must accept the new iCloud Terms and Conditions, and enter your iPad passcode.” I have been a long time Apple user (nearly 20 years) and never received a notification like this about iCloud before. Is this legitimate or could it be a scam/phishing attempt?

I also have an iPhone SE 15.8.3. Tapping 'Continue' on the request to update the T&S only gives me the spinny wheel and won't go further.

My wife's iPad Air 2 is getting this message and the spinning asterisk when "Continue" is touched.

Her newer iPad running 18.2 has no problem with syncing.

The Settings app hangs when this happens and I have to "Slide to power off" to get it back.

Oops. Now it hangs BEFORE I tap "Continue", and no spinning happens.

Need to force power off again to get system version, but it is the latest for this iPad.

Its IOS 15.8.3

I try #3 and #4 above and don't get "Sync this iPad" message.

I do get a slider or > for 23 apps. All were green. All turned off.

I can no longer get Settings.app to hang without tapping "Continue"

No luck so far. Will try removing device from her iCloud account later.

My wife has gotten this many, many times, tried to do it, and it always says, “unable to process at this time” or something to that effect. This is a very squirrelly message. Anything that says you have to log in with your passcode makes me nervous. And, as I’ve said we’ve tried to do this many, many times and it never goes through. What’s the deal Apple?
