iTunes Store account setup issue on iPhone

I’m trying to download from the AppStore but it’s telling me my account hasn’t been used in the iTunes Store before, it’s directing me to the billing page telling me to contact iTunes support, is it a must I connect a debit card before I can use any app on my phone ??
