I have not owner contect number or apple I’d password for activation
because owner of watch not leave in India.

You will never be able to use this watch!
The watch is Activation Locked to the original owner's Apple Account.
Activation Lock prevents lost and stolen watches from being used by other people.
Only the watch's original owner can remove the Activation Lock.
Apple will not help you with this. No one here can help you with this.
If you bought the watch, you have lost your money and have a watch that can only serve you as a paperweight.
