I've tried. Is there a way to get my weather Complication DIRECTLY/IMMEDIATELY under the time in os11.1 NOT at the bottom of the watch face? like it used to be.

Apple changed the available Watch faces and options for the complications in the newest update.
The Apple Watch User Guide for watchOS 11 lists only these watch faces:
