My watch and my phone both have not changed for daylight savings time.

Try and restart the iPhone and the Apple Watch to see if the issues persist
Make sure that your iPhone goes Internet access in order for it to get on the correct time
On your phone, go to Settings>General>Date & Time and make sure Set Automatically is turned on. Make sure that you have selected the correct time zone.
