Cannot install Ventura from Monterey 12.7.6 - MacBook Pro (13-inch, 2020) 16GB RAM

I've read that the Sierra upgrade can slow down some Intel chip based MacBooks. So wanted to give Ventura a try first. I downloaded the upgrade from the App store. However when I try to install it, I get a "cannot downgrade volume" error. Have more than enough memory free (104 GB after downloading the upgrade). Has Apple blocked the upgrade to Ventura and is only allowing an upgrade to Sonoma on Macs that can do that upgrade? Is there a workaround to this?

If so, I suggest booting up your Mac in Safe Mode, and then, try upgrading to macOS Ventura again.

Yes. Running Ventura now. Same issue came up in safe mode. SMC reset did the trick. 2020 Intel based MacBook Pro with an Apple T2. SMC apparently can be an issue with this model. Too bad PRPs summary of what to do was taken down. The best guide in one place to troubleshooting this issue that I've seen anywhere. Had to go to numerous places to get the info I needed to fix this.
