IMEI no transfer

Hi, I watched a video where a guy from Turkey claimed he purchased a new iPhone through a trade involving his old phone. He mentioned getting a discount, which wasn’t actually a discount but rather the trade-in value of his old device. That part is clear.

However, he also claimed he requested an IMEI number transfer from his previous device to the new phone and he was also provided a documentation of it. Is that even possible?

I worked for a major U.S. cellular carrier for 20 years and never heard of such a thing.

If I recall correctly, you have to register phone IMEIs in Turkey. It requires ID and money. It sounds as if this person may have been trying to get around that. I can't think of any reason it would be of any benefit to keep the same Apple ID except under those sort of circumstances.
