If you forget password for Apple ID means bye bye to your Apple ID?

So since my partner don’t remember passwords for Apple ID, we requested to remove Activation Code and has been approved.

”it says Don’t to restore from backup and it may reapply activation code again.

so are there anyway we can restore information from icloud again , or

we need to start over from brand new Apple ID ?

I highly appreciate your advice.
