First time using iTunes problem

So, I'm using a new account as I log in it prompts me to review my account information, I put in my region and accept the terms of service then it sends me to the next page where I add my credit card and billing information, however, when I press the next button it simply tells me to go to iTunes support and it gets stuck there... why would that happen?
