OK so I opted to take advantage of the Apple Music promotion on my iPhone and buy/download some Christmas music. But now I would like to listen to those purchases on my PC running Windows 11 Pro with iTunes 12.13.4.4 without having to purchase the songs over again. Can this be done or do I have to purchase them on my PC through iTunes ?

If you are signed into your Apple ID in iTunes you should have access to all of your unhidden purchase history. See Download previous iTunes purchases on PC - Apple Support to get advice on downloading your purchases.
If you've taken out a subscription to Apple Music see Use iCloud Music Library on PC - Apple Support. If you turn on iCloud Music Library in your iTunes library on your PC you will get access to any Apple Music content you've added to your phone. Note this content is rented, and only works while you have an ongoing subscription to the Apple Music service.
