Apple Magic Mouse can't scroll

My new magic mouse (v 3.1.4) can connect to my MacBook Pro (running Sonoma 14.7.2), can point and click, but it cannot scroll. This is a new, out of the box mouse and the scrolling has yet to work. How can this be fixed?

I've already tried each of these many times:

• unpairing, turning the mouse off, waiting, turning it back on, and repairing
• updating my OS
• restarting the computer
• cleaning the mouse
