Unexpected Apple Support charge during phone call

I had a text file in"Notes" vanish without trace, and spent time on telephone with Apple Support app and a delightful support person to both enjoy the conversation and try to recoup my large Note collection. She talked me into buying extra memory through Apple at $0.99 a month, and to hopefully regain my file as I'd backed the phone up a week ago with iTunes on my Windows laptop. The idea is to back phone in the cloud, then erase all data on my phone, then with Find My and Stolen Device turned off, restore my phone data from the laptop, then restore from the iCloud, merging the two restores. Never was I told or warned that I was being charged while talking with support lady about out pets at home. I see a note on email that I paid $187 on PayPal. Such matters should not be a surprise, I think.
