Need to Copy iPod Library and Playlists to iTunes Library on Windows PC

My computer crashed and I lost my itunes file. I was able to resurrect itunes but could not get my library and playlists. I have my music in my computer. I also have my iPod that has all of my music and playlists. I heard of this product called Touchcopy that can copy my data from my iPod to my iTunes. I downloaded the software but I cannot seem to install and run it properly. Has anyone copied their iPod to their computer library with the playlists intact? (I am on Windows 10 platform).
