How do I make a formal complaint to Apple?

I would like to make a formal complaint to apple and I don't want to share it with the world, I would also like a response from apple, how do I do this.

I am at the point where I feel I should lodge a complaint with the Australian Consumer Affairs Department, apple seems to scoff at local laws and its about time they started behaving like a good corporate citizen.
